Colin O’Neill developed the Valorys value creation system and co-founded Vterra, an institution dedicated to improving how leaders think, decide, and act in an increasingly complex world.

Colin is an entrepreneur and long-time consultant focused on value-based outcomes, institutional health, and responsible leadership. For over four decades, he has worked with leaders across government, industry, and nonprofits to help them strengthen clarity, alignment, and long-term performance. A graduate of the U.S. Naval Academy and a former Marine Corps officer, Colin’s approach to leadership is shaped by a deep commitment to service, discipline, and principled judgment.

Colin is no stranger to enterprise frameworks. In 2011, he co-founded Scaled Agile, Inc., working alongside Dean Leffingwell and others to develop the Scaled Agile Framework (SAFe), now the world’s leading IT solution development methodology.

Today, Vterra comprises a community of systems thinkers, visionaries, technologists, and strategists dedicated to helping organizations own their truth, protect judgment from bias, and ensure mission remains the primary driver of action.
